Then, on 17 September 2026, DHA clarified that Phase 9/Gandhara had not been officially launched, no public sale or purchase of files had been authorized or permitted, the public would transact at its own risk, and DHA reserved the right to take legal action against unauthorized sellers.

The project sits on the M-2 corridor around the Sill River, Chakri-Thalian side of Rawalpindi, adjacent to Capital Smart City, inside the motorway-airport-Ring Road growth belt. Gandhara’s pitch is a front-row seat on it.
Access today runs through the existing Capital Smart City interchange on the M-2; dealers describe a planned dedicated interchange near the Sill River. Until that exists, “2 minutes from the motorway” means 2 minutes from someone else’s interchange.

With no official launch or payment plan, the only tradable product is land-provider files in two tiers. The difference is the entire price story.
The 20-25 lac gap between tiers is the market’s own measure of DHA recognition’s worth. When quoted a file price, the first question is never “how much” but “which tier, and prove it.”

Not false, unconfirmed. Ask the seller which names appear in writing on your file documents; treat silence as an answer. The only name that matters on your paperwork is DHA’s. Brochure partner names do not transfer files.
The described first phase: ~32,000 kanals around the Sill River with riverfront villas, waterfront apartments, canal-front residences, hill residences, golf residences, a city centre and sports and education zones. The project’s opening act, where early development concentrates.

In November 2024, an MOU was reported between the Gandhara project and Sardar Group for a 1,400-kanal theme park at the site.
Early development is real, even if the launch is not. Dealer and video reports describe an operational site office, machinery working on the Lake District side, land leveling and cutting/filling, and road formation around sectors A1, A2, A3 and Overseas.
